The role holder is responsible for designing all civil aspects for the relevant projects in accordance with existing, proven practices and recommend improvements in design to achieve technically superior solutions at economical prices. The role holder is responsible for the designing of new facilities that are assigned to the department. The role holder is responsible for the revision of the designs and studies made by consultants or other concerned authorities and for the preparation of cost estimates for proposed projects.
Core Responsibilities:
Reviews existing system design related to civil engineering and recommends improvements
Reviews and updates list of reference standards available in the department and raises requisitions for procurement
Reviews and raises requisitions for technical Journals
Assists his project team in preparation of tender documents
Participates in review of project Tender documents
Participates in the planning and design of new facilities that are assigned to the department
Prepares and reviews/comments on cost estimates for proposed projects
Assesses and recommends solutions to technical problems being sought by the departments
Reviews, comments and approves technical designs, shop & standard drawings and other matters referred by the project team prior and during contract execution
Carries out actual verifications of sites wherein the proposed improvements and expansions will be executed
Participates in necessary technical meetings and prepares correspondence and minutes to various internal and external offices in order to ensure the realization of the proposed projects as scheduled
Provides adequate technical support to the Water Projects departments, consultants, contractors and other authorities for all engineering specifications and any other support in order to drive adherence to engineering standards for proper execution of the water works projects
Prepares concept designs & detailed designs of proposed water networks system extensions, upgrading, replacements and diversions prior to hand-over to relevant departments
Supervises obtaining a two-way information and approvals for the QDES System, QPRO-RO System and the extensive coordination for Right-of-Ways (ROWs) and the Land Authorization Certification
Prepares the Project Preliminary and Final Design tasks that includes detailed design, permit approvals, justifications of Projects developed based on all Project Concept Report (PCR) forwarded by the Systems Analysis Team before a Request for individual or group Contracts is sent to Water Project Department for Implementation, and simultaneously, thereon, include as part of the overall Strategic Plans and Programs in the overall Business Plan
Assist also, the Senior Engineer- Water Planning & Design in the formulation of strategies and action plans to maintain a minimum period of water facilities deliveries to any “early connections” commitments such as the Bulk Customers, urgent Building Permits applicants, and those requests coming from VIPs
